Bluebell Waterways – A New Chapter for Our Community

The Bluebell Community Council (BCC) is proud to share an exciting milestone in the journey toward the regeneration of our area. The Bluebell Waterways project — developed in partnership with the Land Development Agency (LDA) and Dublin City Council (DCC) — represents a major step forward in delivering new homes, community spaces, and essential local services for Bluebell.
What’s Planned
Located on a 2.8-hectare site beside the 5th Lock of the Grand Canal, this project will deliver 383 new homes, built to high environmental and design standards. These will include a range of high-quality homes, including studio, one-, two-, and three-bedroom apartments.
- 150 homes designated for social housing
- 233 homes available as cost-rental units managed by the LDA
But it’s not just about housing. Plans also include:
- A new crèche
- Community spaces
- Landscaped green areas
- Better walking and cycling links that will connect residents to public transport, schools, shops, and more
This development is designed with long-term community wellbeing in mind, improving quality of life while keeping Bluebell’s identity at its heart.
Designed With Local Voices in Mind
The plans come after more than a year of engagement with residents, local groups, and businesses — including many voices from the Bluebell CDP network. Through workshops, surveys, and community meetings, people in the area have helped shape a vision that reflects real needs and hopes for the future.
To ensure a smooth transition for existing residents, the project will happen in two phases. The first phase will build 248 homes, allowing families living in the current maisonettes and La Touche Court the opportunity to relocate into their new homes before the second phase begins.

About the Bluebell Community Council
Established in 2017, the Bluebell Community Council (BCC) brings together 32 members who represent different voices across Bluebell — from local schools and residents’ groups to youth advocates, disability organisations, community Gardaí, and elected representatives.
With Senator Aubrey McCarthy as Chair and CDP Manager Tommy Coombes as Co-ordinator, the Council plays a vital role in working with agencies like the LDA and DCC to advocate for the services our area has lacked for too long — such as a medical centre, secondary school, GP surgery, post office, and bank.
We believe this project is just the beginning of a wider regeneration that can bring lasting change to Bluebell.
